Responsibilities

  • Primary duty consists of hiring, firing, promoting, training, evaluating and/or directing the work of designated staff
  • Provide oversight of administration and implementation of project work plan and budgets
  • Provide supervision for project staff as required
  • Organize education activities to reach patients and their families about health insurance options and eligibility
  • Supervise and enroll patients into health coverage plans by screening for eligibility, gathering required documentation, expediting approvals and assisting with post-enrollment customer service as needed
  • Manage the Patient Benefit Counselor (PBC) appointment schedule
  • Assist staff with any questions, concerns, necessary revisions to information, etc., for patients
  • Maintain and report accurate daily/weekly/monthly/quarterly statistical records to track individual productivity as required by VCC
  • Strictly adhere to state and federal regulations and policies regarding enrollment practices for insurance and managed care products
  • Maintain adequate volume of education materials
  • Work to create a positive working relationship with staff and patients
  • Provide training and instruction to retain staff and continue growth of patient volume at the clinic
  • Provide informational materials to potential enrollees/staff; answer questions related to programs and invite or direct enrollees/staff to other education opportunities (as applicable)
  • Maintain and manage daily clinic/department needs and expectations
  • Follow all clinic/department policies and procedures’ implementation on a consistent and varying basis dependent on clinic goals
  • Provide other communication content such as letters and forms
  • Responsible for budget tracking/fiscal accounting and assuring that program expenses are allowable within contract terms
  • Responsible for recommending and generating budget revisions and justifications
  • Responsible for internal and external program reporting, such as progress and final reports. Oversees completion of program objectives and recommends changes in scope as needed or appropriate
  • Assure completion of evaluation process
  • Attend and facilitate meetings, as required
  • Serve as liaison and assist with collaborative support activities with community agencies, local government representatives, neighborhood residents and other Vista Community Clinic project staff
  • Perform direct services, as required
  • Work with community members to provide offsite enrollment assistance
  • Record and report any unusual occurrences or incidents; utilize the “variance report” correctly
  • Responsible for meeting program quotas and goals
  • Enhance professional growth and development through participation in educational programs, current literature review, in-service meetings and workshops
  • Support the vision, mission and goals, and demonstrate a commitment to the values, of the organization

Qualifications

  • Associate’s degree in a related field
  • Certified Enrollment Counselor must be obtained within 60 days of hire and annually thereafter
  • Minimum of five years’ related experience
  • Bilingual English/Spanish
  • Valid California driver’s license and vehicle insurance; reliable transportation, to travel for meetings and/or to gather information for reporting purposes; minimum two years’ driving experience; no more than 2 violations or a single ticket/accident value at more than 1 point on driving record

Pay Range: $78,000 - $82,000
