Overview

Vista Community Clinic is looking for a candidate that is a solutions oriented problem solver in Glendale, CA (Los Angeles County) who is passionate about healthcare and preferably has experience running a PACE program. Ideally the candidate would have experience with senior services and an understanding of Medi‐Cal as a primary payer source.

Responsibilities

The PACE Executive Director is responsible for the strategic, operational, clinical, and administrative leadership and operational oversight of Vista Community Clinic’s PACE Program. This includes planning, developing, implementing, and maintaining compliant and efficient services that reflect high-quality, participant-centered care for frail older adults. The Executive Director ensures regulatory compliance, financial sustainability, and operational excellence while fostering a collaborative and mission-driven organizational culture.

  • Responsible for overseeing the delivery of all aspects of the PACE organization including primary care medical clinic, provider and contractor network, 24-hour care delivery, therapy services, day center, home care, transportation, quality improvement, marketing/ enrollment, and managed care operations
  • Guide the strategic vision and growth of the PACE program aligned with community needs and organizational priorities
  • Monitor national and local healthcare trends impacting senior care delivery
  • Develop and execute business and expansion plans, including identifying new sites and partnerships
  • Represent PACE in collaborative planning efforts across VCC and with external stakeholders
  • Oversee all aspects of day-to-day operations to ensure effective service delivery and a high level of participant satisfaction
  • Direct marketing and outreach strategies to meet enrollment goals within regulatory constraints
  • Maintain timely and accurate reporting for financial, clinical, and operational performance
  • Serve as PACE Executive Director as defined in 42 CFR 460.60(b)
  • Ensure program compliance with federal, state, and local regulations and pass all audits and surveys
  • Lead the development and implementation of PACE policies and procedures
  • Coordinate quality improvement activities and ensure continuous monitoring of program performance
  • Ensure staff receive the required PACE Compliance trainings at onboarding and annually
  • Develop and monitor the PACE program budget in collaboration with finance leadership
  • Operate a fiscally sound organization in compliance with CMS regulations and meeting financial objectives
  • Submit timely rate proposals and financial reports to CMS and DHCS
  • Ensure fiscal solvency by managing costs, negotiating provider contracts, and overseeing revenue cycle operations
  • Secure and manage funding or loans when necessary
  • Recruit, hire, train, and retain high-performing interdisciplinary staff
  • Ensure management staff implement fair and effective personnel practices including performance evaluations, team building, and professional development
  • Promote a respectful and inclusive work environment that values cultural competence and team well-being
  • Build and maintain strong relationships with community organizations, healthcare providers, and regulatory agencies
  • Manage business relationships with all networked providers and contractor including oversight of PACE organization contracts including negotiation of rates in correspondence with CFR 460.70
  • Represent PACE at public events, community meetings, and within relevant professional associations
  • Schedule and conduct regular staff meetings
  • Update employees on clinic programs by providing information, direction and monitoring of procedural changes
  • Support the vision, mission and goals, and demonstrate a commitment to the values, of the organization
  • Enhance professional growth and development through participation in educational programs, current literature review, in-service meetings and workshops

Qualifications

Minimum

  • Master’s Degree in Health Administration, Public Health, or related field or 8 years of experience in a similar role in healthcare
  • Valid California driver’s license, current vehicle insurance, and reliable transportation to travel between clinics for meetings and/or to gather information for reporting purposes; minimum two years’ driving experience; no more than 2 violations or a single ticket/accident value at more than 1 point on driving record

 Required Skills/Knowledge/Abilities

  • Knowledge of and ability to comply with all applicable laws, rules, and regulations for PACE organizations
  • Extensive experience in healthcare leadership, preferably within managed care, senior care, or PACE settings
  • Working knowledge of health care delivery and financing systems, including Medicaid, Medicare, waiver programs, prospective payment systems, and the HMO/ managed care programs
  • Thorough knowledge of current concepts and practices of health and social services for the elderly, particularly in home and community-based services, interdisciplinary team model
  • Experience launching or scaling health programs is highly desirable
  • Experience/familiarity with Practice Management and Electronic Medical Records systems
  • Demonstrated ability to manage cross-functional teams and complex healthcare operations
  • Proven track record of successful regulatory compliance, fiscal management, and staff leadership
  • Strong verbal and written skills necessary for communication with patients/clients, clinicians and other staff
  • Ability to interface with all levels of personnel in a professional manner, including people of all social, cultural and ethnic backgrounds and within the constraints of government funded programs
  • Ability to handle confidential materials and information in a professional manner

Pay Rate

  • $180,000 - $200,000 DOE
